Inclusive Language and Use of Pronouns

When writing to or about someone it cannot be assumed their gender. Salutations to consider using that navigate this could include "To Whom it may concern", "Dear Panel members" etc. The avoidence of singling out one gender when the person to whom is being written to is unknown should be maintained.
